COLJUEGOS, the Colombian gaming regulator, has now released the new technical standards “Juegos Operados por Internet.” These standards were published by Resolution 20161200013324 on the 9th of June 2016 and outlines the complete requirements for online gaming operations and suppliers for this new and exciting jurisdiction. Luckily enough, Coljuegos has outlined the entire high-level requirements as well as the certification obligations and exceptions perfectly in the technical standards.

Understanding that the first steps at this stage is to submit a Technical Project Document TPD (Proyecto Técnico) with the application, this would follow with regulatory compliance testing of the platform, games, and operations, which are outlined in the Gaming Technical System (Sistema Técnico de Juego) encompassing the Platform (Unidad Central de Juegos) and Inspection System (Sistema de Inspección) which consists of the Safe or Vault (Bodega de Datos) and Grabber (Capturador) which are to be located in Colombia at a Tier 3 Data Centre and tested by the certifying body.
Previous Random Number Generator RNG (Generador de Número Aleatorio GNA) reports from other jurisdictions can be presented to the regulator and will be accepted on a case by case basis, however, it is not clear how this should be presented.
In regards to recurring obligations, there will be an Annual System Review (Revisión Certificación del Sistema) to be conducted by the laboratory and to cover Change Management, Security Technical Test (Pruebas Técnicas), Logging, Exclusion database and procedure review, Business Continuity, Transaction Procedures and ISMS procedures.
All reports are required in Spanish.
