PlayCity Tenders Software Module to Block Ukrainian Military from Regulated Gambling

PlayCity announces a tender for the development of a software module that will ensure electronic interaction between the Register of Persons with Restricted Access to Gambling and the State Register of Military Personnel, implemented by the Ministry of Defense of Ukraine.

The module will provide automated information exchange between the two state registries via the Trembit system. Its development is one of the necessary technical stages for launching automatic verification of restrictions on military personnel’s participation in gambling.

The mechanism of such interaction is provided for by Resolution of the Cabinet of Ministers No. 804, approved on June 17, 2026.

After developing the module, PlayCity and the Ministry of Defense will conduct testing and verify the correctness of the electronic interaction of the two registers.

Resolution No. 804 provides for six months from the date of its publication to ensure such interaction and test the mechanism. The resolution was published on June 24, 2026, so this stage must be completed by December 24, 2026.

After a successful inspection, PlayCity and the Ministry of Defense will formalize its results with a corresponding act, which PlayCity will publish on the official website.

From the date of publication of this act, an automatic mechanism for restricting military personnel’s access to gambling will come into effect.

How the restriction will work

During player registration or login, the gambling operator will send a request to the Register of Persons with Restricted Access to Gambling.

If there is no restriction in this register, the system will automatically check the information through the State Register of Military Personnel.

If the results of the check confirm that there are grounds for restriction, access to gambling will be blocked.

In this case, the gambling organiser will not receive information about the person’s military status. He will only see the result of the check - the presence or absence of a restriction, without information about the reason for its application or from which state register the answer was received.

This approach makes it possible to automate verification while not disclosing sensitive information about players to gambling organisers.

While the automatic mechanism for military personnel is still in the implementation stage, other methods of restricting access to gambling are already in operation in Ukraine. They can be used by all citizens, regardless of whether a person is in military service or not.
