Ethical Gambling Forum sets illegal gambling workshop for 12 November
Chatham House Rules session in London aims to produce an action charter with measurable cross-sector commitments.
The Ethical Gambling Forum (EGF) will host an executive-level working forum on 12 November 2026 in London focused on illegal gambling, bringing together industry, regulation, technology and consumer education perspectives. The session will be held under Chatham House Rules and runs 08:30 to 13:00 at Mishcon de Reya’s central London offices.
Titled “Confronting the Illegal Gambling Market Together: Shared Responsibility, Shared Solutions”, the workshop is structured around facilitated roundtables, scenario-based exercises and a collaborative action lab intended to produce what EGF describes as practical interventions and measurable commitments.
EGF said discussions will examine why some consumers move to unlicensed operators, including friction in the customer journey, verification requirements, product availability, cryptocurrency, promotional activity and consumer understanding of protections in licensed markets. The agenda also includes advertising loopholes, affiliate networks and influencer promotion, alongside what EGF called the limitations of enforcement alone.
Tim Miller of GamReg Consulting, formerly of the UK Gambling Commission, will set the scene for the session. Participants will work through scenarios involving offshore cryptocurrency casinos, self-excluded players accessing illegal operators via social media promotions, and sports audiences targeted by unlicensed affiliates.
The intended output is an Ethical Gambling Forum Action Charter to be circulated after the event, capturing commitments, responsibilities and proposed next steps. EGF said working groups will be asked to identify a 90-day deliverable, a collaborative initiative and a longer-term strategic or regulatory reform, each with measurable success indicators and named stakeholders.
