The Central government has told the Delhi High Court that blocking of online gaming sites is technologically infeasible as many states have enacted laws which partially or fully allow such activities.

The government was responding to a Delhi High Court order in an ongoing petition to block online gaming sites in India. The Delhi High Court had urged the central government and the Delhi state government to assess the petitioners’ demands to block gaming sites on the basis of skill or chance.

The petitioners Avinash Mehrotra and Deepti Bhagat had claimed that gaming and gambling websites are encouraging people to spend income on games of chance. It claimed no skill was involved in these games and such sites also allowed revenue to leak out of India since many are based outside the country.

In India, games of skill are those where the element of chance cannot be entirely ruled out, but it is the element of skill on the part of the participants that plays a dominant role in determining the outcome of the game.

While casino and sports gambling is banned in many parts of India, Section 12 of the Public Gambling Act exempts games of skill from the penal provisions against gambling. Startups such as Junglee Games, Dream 11, Funnearn, Ace2Three, RummyCircle, Zynga, Innopark India (Classic Rummy), Loco by PocketAces, MPL, Skill4fun and BrainBaazi among others are active in the games of skill segment in India.

Portugal’s Online Gambling Revenue Increases in Q3 2019

Serviço Regulação e Inspeção de Jogos do Turismo de Portugal (SRIJ), the Portuguese gambling regulator, has reported that the state’s iGaming operations brought in €54.1m ($60.3m) in revenue for Q3 2019, making it the seventh consecutive quarter of increased revenue.

The Q3 figures represent a 39.1% increase when compared with the revenue generated for the same period the previous year. The Q3 revenue was also up €5.8 million from what the online market took in the second quarter. For Q2, the Portuguese online gambling and betting market reported total revenue of €48.3 million.

The state’s gambling regulator also grossed €23.6 million in tax revenue from online gambling operations. During the same period the previous year, the tax contribution from the online gambling sector was just €6.4 million.

Online casinos contributed €28.2 million to the overall revenue, up €8.8 million from what it grossed during Q3 2018. Overall sports betting revenue generated by online sportsbooks in Portugal was reported €25.9 million. For Q2 2019, the sports betting operations generated €23 million in revenue.

Online sportsbooks in Portugal reported a total Q3 betting handle of €114 million. The majority of the bets were placed on football. The total betting handle in Q3 was up €1.9 million when compared with Q2 2019.

Coljuegos, Colombia’s gambling regulatory agency, has reported that the tax revenue from online gambling licensees grew 106.3% for the year ending October 31, 2019 to COP65.97bn ($19.6m), with total collections for gambling across all channels up 15.5% to COP617.21bn.

Retail bookmakers accounted for the bulk of tax revenue, bringing in COP377.25bn, 61% of the market, a 10.6% increase year-on-year. The SuperAstro Lottery followed, with a 14% share of the market, accounting for COP88.72bn of the total tax take, a 15.2% year-on-year increase.

Online operators’ COP65.97bn made up 10% of the market, though the channel’s growth was the fastest of any legal form of gambling. Baloto and Revancha lottery games made up 10% and 3% respectively, bringing in COP59.71bn and COP20.45bn, while their combined growth was 3.3%.

For the calendar year, the Colombian gambling market is projected to reach COP664.83bn, a 15.7% year-on-year increase. Money collected by Coljuegos is used to fund public healthcare in the country.

“Nothing is more satisfying than working for an entity in which everything we do helps to finance the health of more than 1.6 million Colombians a year,” Juan B. Pérez Hidalgo, president of Coljuegos said.
