D-A-CH market in focus at CEEGC2019 Budapest, updates from Austria, Liechtenstein, Switzerland and Germany

Mainly German-speaking region in focus at CEEGC2019 Budapest!
There has always been quite a stir when it comes to discussing the D-A-CH region at the European Gaming Media and Events organized conferences, however, this time it is different.
Germany:
The industry has seen lots of news coming out about the German gambling industry during the summer and among them is the report which showed that gambling advertising spend in Germany had increased 300% in last five years, but also PayPal’s Crackdown in Germany for transactions that are tied to online gambling.
In other news, the Regional Council of Darmstadt in the German state of Hesse has issued the guidelines to apply for sports betting license in the country.
As per the new guidelines, the gambling operators seeking licenses for online sports betting in Germany will have to show that they are not associated with online casino operators or affiliates offering online casino products to locals.
The guidelines explicitly mention that the licensed online gambling operators in Germany would not be allowed to “operate or broker unauthorized gambling in Germany, either themselves or through affiliated companies, once the license has been granted.”
Austria:
IWG – the award-winning supplier of online, instant win games – has been selected to supply the Austrian Lotteries (Österreichische Lotterien) with its portfolio of games.
Following the initial launch at win2day.at, the gaming site of the Austrian Lotteries, titles from IWG’s portfolio of over 100 games will be regularly added over the coming months giving players an alternative and unique playing experience.
Other news also mention that players in Austria have filed a lawsuit against the online casino websites, reclaiming the losses incurred over a period of past two and a half years. It is estimated that players who have filed the lawsuit lost sums to the tune of €3,000 over the past two and a half years.
OVWG, the Austrian Association for Betting and Gambling, said that the gambling operators would have to contest the lawsuit on their own. The lawsuit is filed against the gambling operators who were offering online gambling without having the necessary permits to operate in Austria.
Liechtenstein:
Casinos Austria International will open Liechtenstein’s second casino in the Pirandello business center in Schaanwald on 25 October.
Liechtenstein saw the opening of its first casino, operated by Admiral, part of the Novomatic group, in August this year.
Local newspaper Wiener Zeitung reported that businessman Wolfgang Egger planned to open a casino near the principality’s capital city of Vaduz after the entrepreneur won the constitutional monarchy’s initial public tender for a license.
Switzerland

Gaming industry earns Php410 B despite POGO ban – PAGCOR
Despite the implemented ban on Philippine Offshore Gaming Operations (POGO), the gaming industry in the country continues to boom, according to Philippine Amusement and Gaming Corporation (PAGCOR) Chairman and CEO Alejandro H. Tengco.
In his keynote address at the ASEAN Gaming Summit in Manila, Tengco said the country’s Gross Gaming Revenue (GGR) will rise to Php410 billion in 2024, up 25% from the Php329 billion GGR in 2023.
“As offshore gaming exits, PAGCOR recognizes that the future of Philippine gaming will continue to become more technology-driven,” he said. “This is why PAGCOR will continue to closely regulate electronic gaming while ensuring strict oversight to combat illegal operators.”
The PAGCOR chairman emphasized that while land-based casinos contributed Php201 billion—almost half of the total GGR in 2024—revenue from the E-Games and E-Bingo sector grew significantly, grossing Php154.51 billion, 165% higher than in 2023.
“We partly attribute the strong performance of the local gaming industry to the strategic policy adjustments that we have implemented, such as the gradual reduction of fee rates for E-Games since 2023,” Tengco’s explanation.
He said that in 2023, PAGCOR was charging 50% to 55% license fees which was an obstacle to the increase in operators. “But effective January 1, 2025, our fee rates for E-Games stand at only 30% of GGR,” he added.
As a result, more operators have come under regulation, voluntary closures of businesses have been avoided, and the profits of licensed companies have been maintained. Also as a result of the said reforms, the E-Games sector reached its target of Php100 billion in GGR revenue as early as September 2024. Tengco also mentioned PAGCOR’s focus on more intensified “responsible gaming programs” to promote a “more sustainable and ethical gaming industry.”
“We wish to assure our industry stakeholders that even as we strive for greater success, responsible gaming and market integrity will continue to be at the heart of our efforts,” Tengco said.
The PAGCOR chief is also fully confident in the direction of the industry.
“The best days of Philippine gaming are still ahead of us, and we look forward to working with all of you to shape what comes next,” he said.
The ASEAN Gaming Summit, organized by Asian Gaming Brief, serves as a platform for industry leaders to discuss trends, challenges and new opportunities in the region’s gaming landscape.
