Rūta Giedrienė (Gaming Control Authority, Lithuania) will join the speakers’ list at MARE BALTICUM Gaming Summit 2019

The second edition of MARE BALTICUM Gaming Summit is just 10 days away and we are delighted to announce that the upcoming conference in Vilnius has already recorded 80% more registrations versus the 2018 edition making it a must-attend event in the Baltic and Scandinavian region.

The recently announced speakers, Rūta Giedrienė (Gaming Control Authority, Lithuania) and Kaido Ulejev (Managing Director Baltics at Betsson Group), will join the “Gambling Industry in Lithuania” compliance panel discussion alongside Lolita Sumskaite (Head of Unit at Ministry of Finance, Lithuania) and Karolis Gogaitis (General Manager at CBet.lt) under the moderation of Andrius Gabnys (Gabnys Law Firm).
About Rūta Giedrienė
Rūta Giedrienė is the Compliance and Regulatory Officer at the Gaming Control Authority of Lithuania and works for Lithuanian Government for more than 10 years. During the last 4 years, Rūta has been specializing in the AML/CFT field.
She has a Master’s degree in Finance and a Bachelor’s degree in Public Administration. After finalizing her studies, Rūta was appointed as a lecturer at the Economics and Finance Faculty (Mykolas Romeris University, Lithuania).
Between 2017 and 2018, Rūta received an International Diploma in Anti Money Laundering issued by the International Compliance Association, Alliance Manchester Business School.
Since 2014, she became a member of a Working Group for the Prevention of ML/TF and works closely with different stakeholders such as Lithuanian FIU, Bank of Lithuania, State Security Department, Ministry of Justice, Law Enforcement Authorities, etc. to ensure that Lithuania meets the EU requirements in combatting ML/TF.
In 2018, Rūta became one of Lithuania’s Delegation member to lead the country through the MONEYVAL 5th Round Evaluation. It was intense and constant work with the assessors and lasted more than a year. The Report was adopted at the FATF Plenary December 2018 in Strasbourg France.
About the Gaming Control Authority
The Gaming Control Authority is an institution under the Ministry of Finance of the Republic of Lithuania that, together with other state and municipal institutions, takes part in the implementation of the state policy in the area of gaming and conducts gaming control to ensure fair and transparent gaming activities and to protect the rights and legal interests of players.
Gaming Control Authority is responsible also for the supervision and control of the organization of National lotteries. The main task of the institution is to supervise and control the operation of this activity with the purpose to protect the interests and rights of players and of operators.
These aims and tasks of the Gaming Control Authority are established in the Gaming Law of the Republic of Lithuania and in the Law on Lotteries of the Republic of Lithuania, regulating the mentioned activities in the Republic of Lithuania.
One of the main priority trends of the Gaming Control Authority is to ensure proper activity of the institution enforcing the provisions of legal acts regulating gaming and national lotteries also to ensure the results-based activity.
Main functions of the Gaming Control Authority are:
- issue and cancel gaming and national lottery licenses;
- issue permits to open gaming machine halls, bingo halls, betting and totalisator stations and gaming establishments (casinos), supplement, change and cancel such permits;
- control compliance of gaming and lottery operators with the requirements of the laws and other legal acts regulating the operation of gaming and lotteries;
- draft legal acts regulating the operation of gaming;
- administer the Register of Gaming Devices of Lithuania.
- administer Register of Persons Restricted from Participation in Gambling.
The administration of the Gaming Control Authority consists of 4 divisions – Licensing and Permission Division, Control Division, Division of Legislation, Staff and General Affairs and Gaming Devices Type Approval and Register Division. Now we have the staff of 27 civil servants and employees working under employment contracts and Director, who is appointed by the Minister of Finance by way of competition for a four years term.
