British Amusement Catering Trade Association (Bacta) has welcomed the new initiative of the Gambling Commission to giving its staff a greater insight into the day-to-day workings of operators in the broadly based amusements and low stake gaming sector. The new initiative saw Neil McArthur, the Chief Executive of the Gambling Commission, spending a day working at Grand Pier in Weston-super-Mare, helping to refill change machines, shadow workers on the shop floor and give out redemption prizes in the shop. The Bacta CEO John White welcomed the move.

Expanding on the progressive initiative, John White, said: “We were delighted when Neil accepted our invitation to roll up his sleeves and spend time in a Bacta member’s venue.  It is clear from his experience that the visit gave him a first-hand insight into the lengths our members go to provide a safe and entertaining experience to the generations of families that regularly visit piers and family entertainment centres throughout the UK.  I strongly believe that a better understanding of the sector will lead to better regulation and it’s my hope that even more Commission officials will take the opportunity to see what running an amusement business entails and the value our customers derive from what we do. My thanks go to Michelle Michael and the staff on the Grand Pier at Weston for hosting Neil.’’

Reflecting on his working day at the seaside, Neil McArthur commented:  “I thoroughly enjoyed the visit and the opportunity to accompany staff as they went about their work. “I was struck by just how much effort was put into looking after customers fairly, and how staff would go the extra mile to make sure people were having a good time. It was really obvious that the people there were having fun – a real reminder that, whilst we must keep working to make gambling fairer and safer, for most people it is just a way of spending their leisure time. This initiative is a chance for colleagues to gain different insights into all sectors of the gambling industry and use that knowledge to inform the work we do.”

“The challenge we all face is how to balance consumer enjoyment against the risks of harm that gambling can present.  That is why it is essential to keep assessing the effectiveness of protections that are in place for children and vulnerable consumers and we will continue to work constructively with all gambling operators to ensure that industry collaborate and innovate to make gambling fairer and safer.”

Michelle Michael, Director and Company Secretary at Grand Pier Limited, said: “When we were asked to host the Gambling Commission we immediately welcomed the idea. To have the opportunity to show the behind the scenes workings of our operation in our busiest time of the year to the Chief Executive was unprecedented and we believe insightful into the effort that goes into any busy Family Entertainment Centre environment.”

Vixio Finds Over €36m in AML Fines Issued in Europe in the Last Year

Vixio, a leading provider of regulatory intelligence solutions, ‍is proud to announce its Anti-Money Laundering (AML) Outlook, which found that regulators are cracking down on money laundering weaknesses with severe consequences, totaling over €36m in fines from March 2024 to March 2025 in Europe alone.

Vixio’s AML Outlook examines the challenges of complying with AML requirements in jurisdictions around the world, outlines regulators’ efforts to thwart criminal activity, and considers how payments and gambling firms can prevent being caught up in money laundering scandals.

The report found that in the last year, in the European area alone, there have been around 30 enforcement actions from regulators fining payments and e-money firms for falling short in their adherence to AML/CTF rules.

Financial institutions found to have money laundering weaknesses face profound consequences, with prosecutors and regulators alike generally unwilling to be empathetic on this matter. For example:

  • In March 2025, Germany’s regulator, BaFin, fined Ratepay €25,000 over suspected money laundering.
  • In February 2025, Estonia’s Money Laundering Data Bureau revoked B2BX Digital Exchange OÜ’s licence for failing to implement proper customer due diligence, transaction monitoring and risk assessments.
  • The Bank of Lithuania, meanwhile, revoked Foxpay’s licence in November 2024 for systemic AML/CTF and governance failures, including fund mismanagement and conflicts of interest.

John Gidla, Head of Payments Compliance, Vixio, explains, “Although AML compliance involves significant costs for payments firms –  including investment in transaction monitoring systems, customer due diligence (CDD) processes and ongoing staff training – the consequences of failure can be significant. In addition to financial penalties, failing to prevent money laundering can severely damage a firm’s reputation, leading to loss of customers, partners and investor confidence. Maintaining a strong compliance framework is crucial for preserving trust and long-term business viability.

Until now, the EU’s AML enforcement has been more fragmented, but the EU’s new Authority for Anti-Money Laundering and Countering the Financing of Terrorism (AMLA) could be a significant step towards addressing AML enforcement and closing gaps that criminals have been exploiting for years.

Regulatory scrutiny means that firms need to implement know your customer (KYC) procedures, monitor transactions on their systems for suspicious activity and report concerns through suspicious activity reports (SARs) to the relevant authorities.
