AIGF Welcomes India’s Move to Develop Online Gambling Regulation

India’s move to set up an inter-ministerial panel to study regulations for skill-based online gambling has been welcomed as a “step in the right direction” for the burgeoning industry.

The seven-member panel includes secretaries of home affairs, revenue, industries and internal trade, electronics and IT, information and broadcasting, sports and Niti Aayog. It will look into various aspects to promote online gaming and frame regulatory mechanisms for the segment, protection of gamers and ease of doing business.

The establishment of the panel was first reported by Indian media, citing an unnamed source.

“It is a good day for the online skill gaming industry and we laud the government’s move to take a step towards setting up a task force to work on the guidelines for this sunrise sector,” said Roland Landers, CEO, All India Gaming Federation (AIGF) in a written response to the news. “We have been championing to have central guidelines for this sector for over a decade now as the apex industry body for online skill gaming and it is rewarding to see our efforts getting acknowledged.

“This task force will not only examine issues faced by the online skill gaming industry, but also understand the global best practices and will help in bringing in a comprehensive and uniform central regulatory regime for a responsible, transparent and safe online skill gaming environment.”

“This is a step in the right direction to achieve maximum potential of the burgeoning online skill gaming industry and is in line with Prime Minister Narendra Modi’s vision of making India’s digital gaming sector a global powerhouse.”

The Supreme Court has ruled that online skill-based games, such as poker and rummy, are legal, though the issue of regulation is decided on a state-by-state basis. Many state governments have sought to ban all gambling, resulting in a series of court battles as the industry seeks to establish its right to exist.

The partnership will power Playsafe ID’s secure onboarding and verification process using Entrust Identity Verification to enable seamless and secure onboarding experience for gamers worldwide.

Built with a privacy-first mindset, Playsafe ID issues a verified, game-agnostic digital ID that confirms the human identity behind the account promoting accountability and improved protection for users, while still allowing them to remain anonymised. The platform aims to address wider issues that erode trust and enjoyment in online gaming communities, such as cheating, hacking, bot activity, and inappropriate behaviour, while ensuring compliance with evolving regulations such as the UK’s Online Safety Act.

How It Works

Users create a Playsafe ID account and complete a quick and secure identity verification process powered by Entrust. Users simply take a photo of their government-issued ID and a short video selfie. Entrust identity verification first checks that the ID is genuine and not fraudulent and then matches it to the user’s face in the selfie video. This ensures the person presenting the identity is its legitimate owner and is physically present, mitigating identity fraud attempts such as stolen ID or deepfakes.

Once verified, users receive a unique, random, and anonymised PlaySafe ID, granting access to PlaySafe-protected gaming and matchmaking with other verified gamers. The verification data is kept separate from the Playsafe ID, ensuring gamers remain anonymised during gameplay while knowing they are engaging with other legitimate, verified players.

Regulation in Gaming

This partnership will enable game providers and developers to prepare for the inbound Protection of Children Codes, coming into force in July 2025 as part of the Online Safety Act, which mandates that services accessed by children must manage risks and protect children from encountering harmful content.

“Game logic is the threat and that’s something AI can work with. If we are looking at Google Glass and any other ways people can put cameras in, say the side of their phones to lay them flat on a table, they can see marked cards, even if a deck is shuffled, if they turn it sideways like dealers do.

“Basically marked cards are like a bar code that changes on the side of the cards. They are printed that way. They get those decks into the casino.

“So AI can understand game logic very well, very quickly and requires sophistication. It can utilise sensory input, in our case a lot of it is video. They have cameras up their sleeves.

“So AI can make the whole concept of decision strategy more effective and when we look at electronic table games, you see electronic roulette, these games all have computers engaged.

“Think about the very first computer crime we had in Vegas, going back to the early 90s. We had a team, 8 people who were able to break into a slot machine and the FBI called it a banana, a device that had an eprom on the end of it that goes into the motherboard. They were able to hack the machine, fix it to the eprom and change the outcome.

“They were hitting these multimillion dollar card giveaways and so on. What got them caught, because there were only eight people in their team, was they kept coming back to casinos in Jaguars and different vehicles, and the same people kept earning the same money. That’s what eventually got them caught. The guy went to prison. 

“So electronics and these machines today, they shield them.”

The Technical Compliance Tool is the first of its kind to offer a one-stop solution for navigating technical requirements for gambling operators and suppliers. Vixio analysts monitor over 200 regulatory sources and have tracked 43 regulatory updates across global critical jurisdictions for technical compliance since September 2024.

The Technical Compliance Tool offers a centralised, regularly updated source of information on technical requirements for regulated gambling markets, helping B2B suppliers like Hacksaw Gaming ensure timely, accurate compliance without the manual burden. Since launch, Vixio has added over 3,500 unique resources where the regulations for technical compliance are referenced. Earlier this year, the product was also expanded to include infosecurity requirements.
